Going with A—seems entirely possible that folks are missing basic medical stuff at home. Can’t tell you how many times I’ve gone looking for a bandage and found nothing but expired cough drops! Wouldn’t be surprised if the Surgeon General’s report (C) is just there to throw us all off. Did anybody else have a grandma who kept iodine and gauze from the 1970s "just in case"?

Hospitals and “plans” always make me think of the dusty binders tucked away somewhere, probably last updated when bell bottoms were in style. Sure, John, they *say* they have pandemic plans, but I bet half involve “finding more hand sanitizer.” I’ve seen library disaster manuals that only got read during drills, and we all know how committed everyone gets after the drill’s over! Still, it does sound plausible—just hope those plans are actually more than just a pretty cover page.
