There has been growing tension between the head of Homeland Security and the officials of the U.S. Coast Guard over the course of her first year in office. This strain is largely due to certain executive decisions she made, which have not sat well with Coast Guard officials.

Several instances have led to confrontations between the Homeland Security leader and Coast Guard officials. In one instance, the leader's top advisor berated Coast Guard flight staff and threatened to dismiss them for not having one of her personal items on board.
Some officials have suggested a general atmosphere of keeping a low profile to avoid being targeted. However, the Homeland Security department denied these claims, stating that the Coast Guard is always ready for search and rescue missions, and balances all operations and mission requirements.
Remembering the Overboard Incident
The tension between the Coast Guard and the Homeland Security leader traces back to an incident where a young Coast Guard member fell overboard into the Pacific Ocean. The Coast Guard had deployed ships and aircraft to locate the missing member. However, the Homeland Security leader intervened when she learned that an aircraft slated to transport detained migrants was part of the search operation.
She verbally instructed the Acting Commandant of the Coast Guard to withdraw the plane from the search-and-rescue mission to ensure it didn't miss the migrant flight. However, regional Coast Guard command managed to find two other planes that could transport the migrants, allowing the original aircraft to continue the search. Unfortunately, the missing Coast Guard member was not found.
Strained Relations and Low Morale
Despite the conflicting accounts of this incident, it left a negative impression of the Homeland Security leader among Coast Guard officials. Morale within the Coast Guard is reportedly low with some officials stating that under her leadership, unpredictability is the norm.
The Homeland Security department, however, dismissed these claims as speculation, stating that the use of aircraft for migrant transportation is nothing new or unusual. Nevertheless, data shows a significant increase in the number of Coast Guard flights being diverted from regular missions like maritime patrols and search and rescue efforts, to transport detained migrants to deportation centers.
Controversial Purchase of New Aircraft
Adding to the controversy, the Homeland Security leader sought to replace the traditional Coast Guard aircraft with two new, expensive jets. This was viewed by some as an unnecessary expense. Despite objections, the purchase went ahead, raising further concerns among Coast Guard officials.
