According to Hearn, he had merely removed his biking glove to feel a strip of what seemed like rubbery material that had separated from the pool's base. However, he was promptly intercepted by US Park Police and National Guard members.

Challenges Plaguing the Reflecting Pool
The historic Reflecting Pool, which extends 2,030ft (619m) between the Lincoln Memorial and the Washington Monument, has consistently faced issues such as leaks, structural decay, problematic pipes, algae proliferation, and bird excrement.
Despite the costly renovation, the pool remains troubled by the presence of algae and an emerging problem with the paint, which has been documented peeling off by visitors and media.
The President voiced his concern, expressing his surprise and disappointment at the acts of vandalism on the Reflecting Pool. He stressed the seriousness of these actions, which are tantamount to the destruction of National Monuments, and assured that repairs would commence immediately.
The President also made a reference to Hearn's arrest, but the US Park Police did not offer any comments.

Despite allegations suggesting that he had taken the hose from a park worker, Hearn refuted this claim, suggesting that his bicycle tire may have accidentally moved it.
